When NO Media Sites are enabled under Media Gallery's Media Sites Options, the Embed a Video tab shouldn't be visible, otherwise users may get confused and frustrated.
I don't necessarily disagree and it may be changed, however in that case currently the simplest solution would be to remove the permissions related to embedding a video. That would hide the tab.
