Pretty sure it will be a template edit...I would assume (bad thing to do though) that it would be
You can restrict the changing of the privacy by using permissions (remove the ability of the user to change them) and then setting the default to whatever you want.
Then you still get the benefit of being able to click on the albums and stuff in that widget.
