Not to correct Mr @Brogan the first one the portal you are looking at is actually XenPorta as it says it at the bottom.

Brogan, maybe I'm not viewing this right because I'm currently on mobile, but the link you provided for the resource manager just takes me to the resources page where I can browse for add-ons. What he linked you to is the same system that one site is using. It's an official addon made by the company that made the forum software. It's called Resource Manager.

  1. For their HOMEPAGE it is XenPorta. It has 2 versions. One is free and unmaintained and not supported by the Developer. The last version was updated in Jan 2014 and it is clear it will not be supported anymore.   2. For the MAPs tab they are using this https://xenforo.com/community/resources/ which is an official addon released by Xenforo

*** note: if your intention is to get a Homepage like that which shows threads from forums and when they click it opens a thread.. then there are other options with more customizable option. Check this for example: https://xenforo.com/community/resources/cta-featured-threads-portal.2599/

However, I understand that y'all are referring to the actual resource manager that this site uses for all of the plugins and such. What I'm wondering though is where do I go to download this official xF add-on? Y'all keep linking to the resource manager page, but that's not the page where it actually can be downloaded from.
 
To buy the RM for an existing license, log in to your customer account and click on the 'Purchase extras/extensions' link below your license.

Although it's not necessarily on topic with this, I'd rather not create a whole new thread for this question. Do you all know of an add-on that disables post count towards total for specified threads? I know that xF has this configuration for forums, but I'm wanting to go even deeper and disable it for certain threads. I tried searching in the resource manager, but couldn't find anything.

I don't believe there is an option for per thread. I believe it's per node.

I doubt you would find that, I can't think of a reason it would be useful for many people even, and of course it could only work after thread has been posted.
 
Good point. It's just that I have this one thread where pretty much anything goes. It's actually kinda meant for spam posts, I I don't want posts here to count towards their total. I may just have to make it it's own forum.
