XF 1.5 Hard bounce vs awaiting email confirmation

A user registered with a bogus email. The bounce system picked them up but admin panel says they're waiting confirmation. Is this the default action?
 
That would be the correct state for a user who hasn't yet confirmed their email, yes. The user should get a fairly clear notice to say what address we sent the email confirmation to, so it should be fairly clear that is incorrect. They can change their email on the Contact Details page which will trigger a new confirmation email to be sent.
