XF 2.1 Group permission question

I wanted to make sure I understood this correctly.

All users should be in registered group as a primary group then I can create a secondary group that have extra controls enabled (Yes) on some of the function I wanted to give some users in the second group and leave the reset of the function disabled (No) then add those user to second group but the disabled function will not override the enabled function in the registered primary group correct?
