I specifically remember turning web search history off.

I come back and not only is it turned they removed the delete all history button.

Why can't we delete our whole history in one go anymore? Why did they turn my web history back on?

The delete all option hasn't been removed.

Go to https://history.google.com/history/ and click the gear icon on the upper right of the page, select "settings". You should see a "delete all" link.
