XF 1.2 Getting the HTML bar for Posts

Hello all!

How do you get the little HTML bar to appear when you are posting so you can bold, underline, link, add smileys, etc?

I am sure it's some setting I have not enabled.

It's the rich text editor.

Can be enabled in your preferences and toggled via the link below the editor.

Well - for some reason the rich text editor stopped appearing again when I was posting messages.
I have the box UN-checked that says "Allow the rich text editor to be faded out" under style properties.
Is there another spot that controls visibility of the bar?
I installed a few add-ons and not sure if that could have done it.
