I've looked, and as far as I can tell there's really no solution to this.
It's a bit crap, but the only workaround really is to add whitespace above the line you're trying to highlight so that the toolbar is not obscured.
I do not believe there to be any events emitted by iOS devices which would allow other UI elements to adjust themselves based on this. Neither is it possible to control the position of that toolbar. So, sadly, it is what it is.
