As designed  Forums set to not show display in in-line moderation tools?

Not sure this is a bug, or because I am super-admin, or intentionally coded, but it feels like a bug.

The situation: I have a private forum called "archive" for admins (display node: yes), and now that it is 2011, I have a sub forum there called "2010" (display node: no).

I went to move a thread from a public forum to our archive. Selected it, clicked on inline moderation and dropdown > move threads > and the archive was listed as expected, but the sub forum 2010 was listed as well. Which wasn't expected.

I believe this is intentional, and it would likely annoy me if it wouldn't show up in the inline moderation.
 
Yeah, I think it's important to show these forums - otherwise you wouldn't be able to move into them, for example.
 
Why would you want to NOT display them, but actively use them? But hey ho, at least it is not a bug.
