Forum is "not active", but user just registered?

I have closed my Forum via "Board Active" in the options.

How could it be that a user still just registered ?

I just tested this. You can't register when the forum is closed.

Maybe they registered before you closed the forum. Or maybe the user was manually created in the Admin CP.

I guess the person registered just shortly before I closed the forum.
