XF 1.1 Forum descriptions only show when forum is hovered

Is there any way to make these static under the forum title?

Yep.

Check your style settings for a an option fro Forum/Node lists, something like "Enable Forum Descriptions Tooltips" -- Change that to make them appear all the time.
