Is it possible to make users first accept terms and rules before they even make an account? Like a new visitor opens the forum for the first time, he has to accept terms and rules first to view the site.

You could simply put a dismissable notice for guests with a link to the terms. With it being dismissable, you could add some text like "Close to accept" or similar. Just an idea.
