What exactly does that user group allow and not allow for? I'm confused.
It's a permission, not a user group.
If it is set to Not Set (No), posts will be moderated.

Just Registered. All other user groups should have it set to Not Set (No).
Wait, so if that is how you'd set up the user groups for that permission, what should you have as your main user group? Should it be registered and the second user group be the user group you really belong to? So that would mean, every post of yours would be automatically moderated, depending on the content obviously.
Registered should be the primary group for all users.

Allow for Registered and then Not Set (No) for the others, which means they will inherit.
