Cannot reproduce Flash bug in control panel

Hello,

I don`t know if its a global bug or something i cannot understand! This happened only when i am using Chrome.

Only in User group and only in Group Permissions i have a continuous flashing at the top of the page. I have checked it in 2 desktops.

It looks to me like something is flipping display fixed back and forth on the header. However, that only happens by default with a much narrower window.

This isn't something I can reproduce. It could be down to an add-on applying CSS changes or extra JS or even a browser add-on manipulating the HTML.
