Third party Files with double quotes fail to upload

If any file name has a double quote or any other special character, it fails to upload. It can be reproduced only on Mac and Linux systems because they allow having double quotes in file names.

I believe this may be a Flash uploader issue (possibly with the uploader itself, possibly within Flash). The upload isn't actually seen by the server, or at least not seen correctly. I believe this is because the content disposition header doesn't encode the quotes correctly. Disabling the Flash uploader allows the upload, but it does encode the quotes (%22), which I am looking at fixing.
