First of all how much does Xenforo forum software cost?

Does it come with a built in blog?

How much does a custom theme cost?

How much does a big custom plugin cost? (what's the average)

In addition to the license, you will also need to purchase a domain and hosting.

Serveral blog-like add-ons:

CTA Featured Threads/Portal:
https://xenforo.com/community/resources/cta-featured-threads-portal.2599/

AMS (Article Management System):
https://xenaddons.com/threads/article-management-system-ams-demo-info.1217/

Other common approach is to have WordPress for blog articles which is free and available on most hosting providers. There are Xenforo/WordPress bridges to allow you to comment on WordPress pages when signed into XF and vice-versa or to cross post blog posts from WordPress to XF, e.g.:

XenWord:
https://xenforo.com/community/resources/xenword-pro-2018.5819/

These "big" add-ons (CTA, AMS, XenWord) are typically in the $50-60 range per year for updates and support.

No XF does not come with a blog, but there are some addons available for XF1.

Custom themes can vary, it's hard to put a price on one, but I would say 300-1000+ depending on the complexity.

Custom plugins can cost a minimal amount or an exorbitant amount, there are to many variables to even guess on that.
