In Personal Conversation Moderator Permissions what does ( Always invite participants to conversations: ) means ?

and about the private messages when some report a content in a private message , can moderator see the content ?

at the top ( Reported Items: 0 ) who can see these reported item and manege them because i can't find any permission for which to control user group regarding these items

Third: It's just for Staff (Moderator, Administrator)

Yes, moderators can see the content of a reported PM.

"Always invite participants to conversations:" means the user can invite other members to a conversation that has already started, even when the conversation was started by someone else.

"Maximum conversation recipients:" is the maximum number of people a user can start a conversation with.
