XF 2.0 Email User criteria - Location

How do I make Location be one of the criteria for emailing users?

It's not a searchable field, so it would likely require some sort of add-on to make it searchable. (Though the user search code in use is pretty generic, so it may just be a matter of getting the field displayed -- I don't recall any particular requests for this in the past.)
