Does Xenforo have an email que of any sort?

Well it does, but it's internal only. You have no control or access over it, and it doesn't queue emails that fail to send.

Does it make sense that if I was doing a mass mailing and lost internet connection on my end that it would cancel all outgoing emails from that point on?

Yes. Emails are sent by your browser triggering the process.
