Where is the content that is editable for Terms and Rules, Privacy policy, and help pages.?

The default terms and rules and privacy policy help pages.

The content of help pages is stored as templates and they are named in the convention of _help_page_<page_id>.

However, for the terms and rules and privacy policy, the contents only consist of a single phrase, so you'd might as well just edit the phrases which are terms_rules_text and privacy_policy_text respectively.

I found the templates to edit or change the code but I have no clue where the actual text is to edit.

Does editing this phrase force a re-acceptance of the privacy policy? Or does something else need setting to force the re-acceptance?
