As what you're showing isn't in English, it's hard for us to understand exactly what you're reporting.

But users that haven't confirmed their email (for example), receive the permissions from the unregistered/unconfirmed user group (so very similar to guests). If you don't want these user's to do something or see some area, you'd have to remove the permissions from that group.
