The bug was created in the bug reports forum, and briefly moved out and back in.

So it's technically correct.

It's fair to say I could have suppressed the alert by not opting to send alerts for users watching the forum (given that I was reversing an action that could potentially result in duplicate alerts) but, as it stands, we don't intend to be handling this programmatically at the moment.
