Does advertisement on the forum page actually work?

I run a relatively new and small site (~20k page-views a month) with Xenforo where I put 4 Adsense blocks in the below locations

1. ad_forum_view_above_thread_list
2. ad_thread_list_below_stickies
3. ad_thread_view_below_messages
4. Ad after first post (Digital Point Ad Positioning)

The monthly revenue is pretty low ($20-$30/month), however 99% of the revenue is coming from the ads placed inside a thread (#3 and #4), whereas ads on the forum page (#1 and #2) has no impact what-so-ever. That made me wonder, is it really of any value to place ads on the forum page (#1 and #2)?

Insights from experienced people is highly appreciated.

The ecpm is about $1 which for a forum isn't bad.

Does keeping a right-floated ad unit on ad_header template would breach the Adsense policy, as the login button would be over the ad unit?

Publishers may not ask others to click their ads or use deceptive implementation methods to obtain clicks.
