RM 1.2 Do Not Have Permission

Checked all the permission for each group. but, members are getting the below error. What is the issue?

Unfortunately analyze permissions doesn't cover specific resource categories until 2.0, so it may be a little more difficult to identify the cause, but this is specifically caused by a user not having download permissions. If it's a specific category, you may need to trace through the permissions manually.
