I think it's hourly but that needs confirmation.
Post payment though is automated. The downgrade should coincided with that.

Thank you for reporting this issue. The 'Disabled user upgrades' option only stops the selected upgrades from being bought while this upgrade is active. Buying the higher tier does not end or downgrade a lower-tier upgrade the user already has, and the hourly cron only removes upgrades that have passed their end date.
