Default permissions not being applied in add-on?

When I create a permission definition, I have this selected.

However, when I submit the form, the default permission that the user groups get is Not Set (No), and when the add-on is installed, the default option is Not Set (No) even though in the database it seems to indicate that allow should be default. Is there something else I'm missing here?​

The default value is what someone will see when they go to create a new user group - it doesn't apply when the permission is created. In that situation, you need to determine what situations it should be enabled for by running queries to set the permission based on other permission(s).
