Daily Statistics Users Active

From ACP > Tools > Statistics.
When selecting Users Active and setting the time period All Time, the graph shows data from users active back only until December 1st last year.
I'd since rebuilt the daily statistics with no effect on the results.
Is this normal?

You can't rebuild some stats, such as user activity (this is noted in the rebuild text), so that will only apply since the data was actually tracked.
