Is it possible to rename the extra colour properties? They show as @CTAExtraColour1, 2, 3, etc which does not really fit my forum.. as I would like to keep it organized and named properly.

Feel free to do what you want with it.

It was only really created to test the Resource Manager.

The easiest way would be to manually edit the .xml file and then import it.

I'm a little slow in understanding how to use this. Does this mean I have to add a CSS to Extra.CSS and then use one of the cta extra color property names as the value in extra.css so that I can control the color from the Style Properties/Color Palette menu?

It adds more colours to the palette which you can use the same as the default colours: in Style Properties, EXTRA.css, templates, etc.
