XF 2.1 CSS fails on upgrade to 2.1

there are a lot of errors when updating the forum to 2.1, CSS doesn't work in the admin panel either.
I've tried to remove all the plugins but this is still happening

If it's causing issues in the control panel, this is likely to be add-on related. Please go to the add-ons section of the control panel and use the option to disable all add-ons. Does that resolve the display (in the control panel)? If so, then you may need to re-enable them one by one to identify the culprit.

If that doesn't resolve it, please also check the file health check to ensure that all files contain the correct content. If there are issues, re-upload the files to ensure that is resolved. Then go back to <url>/install/ and rebuild the master data.

I think you've restored your site back to 2.0. Given that you have add-ons and a custom style, we'd recommend upgrading a test installation first to get a better handle on the errors that occur and the updates that are required.
