XF 2.2 CSS changes not applying?

I'm having hit-or-miss application of changes. For example, the "Block tab header background color" changes just fine, but the "Block tab header text color" won't seem to update. This is a child theme and it's the "lowest level", so I'm not sure why it's not working.

After more research i'm pretty sure this is server side CSS not updating. I try force refresh (ctrl-f5 in chrome) but i'm still not seeing changes.

I tested it on my local and it seems to work fine for me.

Ok, I got some of them applying now. Apparently the changes I was making weren't local enough to what I was trying to adjust.
