I am not very familiar with the XenForo permissions system. How do I create a section that can only be viewed and posted in by staff? Also, can I make it so 1 user who isn't staff can view and post in it too?

You would create a category/forum and check the box that says "Private node" and then edit the node permissions for the user groups listed below on that page so that only the usergroups you select may have access and this is done by clicking allow on the first permission option titled "View node".
