create usergroup based on another usergroup permissions

Is there a way to create a new usergroup based on the permissions (or having the same permissions to start) as another usergroup?

There is no such feature. The permissions need to be set manually for the new group.

Remember that permissions are cumulative.

So you only need to set the permissions for that group which will differ from any existing permissions coming from other groups the member is already in.
