Create something like a "postbot"

Is it possible to select a forum (or a category). If a user creates a thread, a bot posts a reply automatically.
Like that:
Threadstarter:

Hello, i 'd like to purchase 2nd LVL for 5 dollars.

Reply:

Please transfer via PayPal to example@example.com.
Thank you.

Id would be great if you could help me.

If this is for your own installation, you will need to associate your forum user name with your license and post in the relevant customer support forum.
