I briefly know a little about cookies since I have owned my own licence but is the notice on first visit important? I don't know where to have it on or off, in case its a big thing in other countries and majority of my users are from other countries and do not want that putting them off. I know some big sites like google, you tube etc. all use it.

Search using your Admin CP search for the term "cookie" and the one and only "Options" entry that comes up will take you to the option to switch that off if it is not applicable to you.

Note, however, some form of notice is usually required by sites which fall under the remit of the EU, hence why you see it elsewhere. But if you do want to switch it off, the above should help.

It was already switched off, but i turned it on. I live in the UK but my registrants are from all over the world so is this feature important to have on?

It’s important if you want to abide by EU regulations on cookie consent. Obviously the importance you place on that is down to the individual site owner, but it is a legal requirement and most visitors will understand that so I’m certain it won’t have any negative connotations.
