If it's any help, in the UK the EU directive on cookie law is the same. Generally, implied consent is sufficient (e.g. the default Cookie notice with XenForo). And you would be astonished at some of the biggest websites who don't bother doing anything at all to comply. I'm not saying you shouldn't do anything. But maybe just review for sure whether or not full compliance is necessary or if partial compliance is justified.

It is necessary. Like in Netherlands!

Yes, but not everywhere to work like this: Cookies needs to be opt-in, so NO cookies (accept own important ones) are allowed to set on computer before user accepts them.
 
Now in Italy is the same: We can't install tracking cookies before the user allow it.

BTW, installing your plugin cause this error on my XF 1.4.7 installation:

The post linked explains the problem. The notice seemed to be popping up randomly and slowing the site down according to this user. Once disabled, it seems speed of the site returns to normal.

Any idea what might be causing this?
 
I can confirm that site is slowing down with this script. I used to have it, but now I've decided to use default XF cookie notice, although it's not working like this script (I need option for explicit cookie consent, so opt-in).

Glad the site in question isn't the only one experiencing it. I didn't originally install the add on there but the site needs it.
 
Simple answer is; I don't know.

As stated above it's third party code so nothing I can really help with.
