XF 2.2 Conversation permissions: View Attachments?

Hey all!

I sent a mass PM with an attachment to users to show a new feature. Unfortunately they were not able to view it. Currently permissions are set so that users cannot "upload", but I still want them to be able to "view". I don't see this in the place below. Am I in the wrong area?
