XF 2.3 Cannot view attachments

Users are submitting photos to threads as attachments. We can see the thumbnails in the thread. However, clicking on the attachment takes you to a permission errors page. I have set permissions for every user (except unregistered) to be able to view attachments.

Is there a step I'm missing?

This is the error we get. I have confirmed the permissions are set like I posted in the original post above for every user group except unregistered and I have rebuilt permission caches.

Huh ok, figured out that there were per-forum settings excluding only moderators from viewing attachments. Got it to work. Maybe this will help someone else in the future.

My first destination when encountering permissions issues with a user is the permission analyzer in the admin panel. 95% of the time it will tell you exactly which set of permissions (user, user group or forum) is causing the unwanted behavior.
