XF 2.2 Constant Refreshing with Steam Built-in Browser

Hello, I've had users complaining about my forum constantly refreshing while using the steam browser. I checked if this issue was affecting the Xenforo community forum too and it is.

Reproduction Steps:
1. Open a game on Steam
2. Hit Shift+Tab and click Web Browser at the bottom
3. Input forum link

User Agents Affected:
Mozilla/5.0 (Windows; U; Windows NT 10.0; en-US; Valve Steam GameOverlay/0; ) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/84.0.4147.105 Safari/537.36

I can't really envisage this being anything other than a browser issue as, clearly, this doesn't happen in any other browser as far as we know. Pretty sure we'd have received reports of this already if that was the case.

I would report this to Steam support in the first instance. Hopefully they can ascertain what is specifically causing it.
