Where is this file, and why do I not see mine?

Well....I ran the File health Check One more time and now shows this....
??

But, back to the config.php


Snog asked me to remove something he added a year ago! lol
He said to me in PM...,"It just occurred to me that I forgot to remove the $config['debug'] = true from your config.php file."............

I am just now looking and I don't see that file.
