Compulsory custom fields

Hello, in my forum I've recently added two custom fields that I've made compulsory for everyone. Fact is that these two fields are compulsory for the newly registered users but not for the old users and since they contains important contact details, I would like that all the users fill them.

how can I force all users to fill those fields?

That is the normal behavior. It only forces when they go to edit their profile.
