XF 2.3 Combining Action Bar and Reaction Bar into a Single Line

I removed the background and border from my reaction bar for a cleaner look.



However, the action bar still appears on a separate line above it. How can I combine the action bar and reaction bar into a single line, using either CSS or an addon?
