Add-on Color selector for "paid users"

Hi guys, I'm looking for an addon that allows my paid users to select any colour they desire, wether it be
Blue - Yellow - Green - Gold ECT
Or more advanced like
Light Blue - Dark Blue and Light Pink - Dark Red ECT

Or even they could select their own using #FFFFF

I'm sorry I really don't know where to post this
Also I'm looking for a custom addon to be made for me for "Reputation" system

I would like to keep it simple
I would like to be able to let my users rep one and other with a rep limit of my choice (per day)
A Green bar ------------ X long that after 4 ---- it goes yellow maybe idk
