Sorry I don't know how to describe it so I can't find where to change it and what it's called.

The thing that changes when they post more etc.... eg Now they are a "Forum Legend"

Are you referring to the "user title ladder"? It's configured under the users section of the control panel.

How can I set anyone with more than 500 messages AND 1000 likes to be called something, or can you not combine rules like that?

It only supports simple integer ranges on a single field.
