Duplicate "Capitalization" Does Not Work After Quote in Thread Title

When you try to capitalize the first letter after a " in a thread title it automatically goes back to lowercase.

I've tested this when editing a post title and while the Title Case is turned on. Is a mod able to reproduce this here?

On second thought, I bet this is because title case was not coded to ignore the " character. Instead, Title case thinks the " is the first character in a word and then forces everything after it to be lower case.

Anyone know a code hack to fix this?
