XF 1.2 can't set rights for guest user

I have just built a forum. I want to show a login Form when visitor visit my forum. I set "never" rights for guest users but I have some errors:
"403 - Forbidden: Access is denied.You do not have permission to view this directory or page using the credentials that you supplied."
if i set "view" rights for guest users. it shows contents of forum!
have anyone got any idea to resolve this issue?

Never use NEVER!

Never cannot ever be overridden by other permissions, so you certainly shouldn't be using that for guests. To not give a permission, you should be using Not Set (No).

If you're getting a 403 error like that, it indicates that your server is likely overriding the response that we send. What web server are you running?

I responded to your ticket yesterday stating that it was a server configuration issue.

I used windows hosting but I can't find out error! message error is not detail. could you tell me what i do to resolve this issue? more detail!
