Is this still happening? I could only guess it's either that the file hasn't been saved/uploaded as expected or a custom style has broken the debug elements (or an add-on is interfering).
One such add-on that could be interfering is if you have an add-on called "Enable Debug From Admin CP" installed. That will effectively ignore the debug value set in the config file.
