XF 2.1 Can't add user to ignore due privacy restirictions

Can't add user to ignore list if this user set "View your details on your profile page" to "Nobody" in privacy options.

This isn't something I can reproduce as a bug.

It's true you can't access their full profile, but you should be able to access their member tooltip by clicking on their username or avatar, and clicking on the "Ignore" (or "Unignore") button there.
