XF 1.2 Cannot reach the upgrade page

I uploaded the upgrade package but I am not able to access any page including the admin page. It shows the following message on all the pages. What am I doing wrong?

The board is currently being upgraded. Please check back later.

Generally this can happen if the files aren't uploaded correctly. I'd reupload the entire contents of the install/ directory (including the index.php that's within). You may want to reupload everything to be sure.

Thanks Mike but now I know what I was doing wrong. I was not reading the read me file.

Went to this URL and upgrade has started
