XF 1.2 Can other users change membergroups?

Hello,

I have a question regarding the usergroup system.
I want to give other users (for example a custom created group named "Leader") the ability to change other members their membergroup or at least add/remove a membergroup.

I couldn't find a function or way to do this, so now I am asking: is there a way to do it?

No, that would require an add-on of some sort (I'm not familiar with one if it exists).
