XF 2.2 Can Admin.php Be Modified To Allow Non-Admin Account Logins?

Is it possible to configure admin.php to allow non-admin users to login via this page?

I am curious can admin.php be edited to allow non-admin users to login there as well? I worked very hard on my phpBB forum to create this sort of design. If I could carry it over to XenForo that would be awesome.
